This is one of the harder ones that I've had. That Theme is kinda vague. At first I was thinking about going with some ghost type thing but wasn't going anywhere with it. Looking at the victory condition, I changed my definition of spirit to be more like school spirit.
Theme
Going with the school spirit theme, I decided on girls in a high school trying to win the votes for homecoming queen. The students like to vote for the girls that show a lot of school spirit. It might be a little out there but hopefully it will work. The girls try to use their spirit to win the votes from their classmates. The theme might be brought out more by having role cards for each player where each person is a member of a certain clique.
Mechanics
The mechanic calls for a card driven one. I think I will try to make this into a deck building game. It will be interesting seeing how I have yet to play any. There will also be a board of the cafeteria players move around to mingle with students and gather their votes.
Each player will start with a deck of certain cards. These cards will be move actions of certain distances, action cards to mingle and gather votes, action cards to sabotage other players. Throughout the game players will add cards to their decks to take more actions to help gather votes or hinder their opponents.
Victory
After the lunch period ends the students will all vote. The player who controls the most votes will win the game. Players will either have tokens on the students who are voting for them or they take the student cards in front of them. Whatever the method the person with the most will win after a set number of rounds.
Constraint
This is not hard constraint. The only way to win is to have the most votes. So the only way to score points is to get votes to win.

We are down to the crucial lunch hour before voting. Right now the school is split evenly. This lunch hour will determine who will win the crown.
Each player starts the game with a similar set of cards. The cards will contain movement and other actions. Everyone shuffles his or her deck and draws 5 cards. At the end of each turn he will draw back up to 5 and reshuffle his deck when needed.
Throughout the game there will be chances for players to add more card to their decks. These could be a drafting type round where the least votes goes first to take a card. There might be students that put cards into your deck. Sometimes this could be a bad thing. Whenever, a card is added to the deck it goes into the discard pile and will be reshuffled in once the draw pile is empty.
On a turn a player will play an amount of cards and take those actions. She will then discard the rest and draw back up to 5 cards. Sometimes players will have to move to spots around the cafeteria and do mingle actions to gain votes. Some actions will involve getting other players in trouble. These actions will be fleshed out more if I move further with the idea.
After each player has a turn the clock moves forward, new cards are drafted, and players start another round. Play continues until the time runs out and the player with the most votes wins.
Summary
I'm not sure on how complex the game will actually be, but I think it incorporates some deck building actions with a board. The theme might be a little too odd, but that can always be changed. I think it's a good enough outline to start with. I just need to come up with some actions and cards to go along with it. The board shouldn't be too complex. Something small enough so it doesn't take long to move around. I think it could work well as a small 4 player game that lasts about a half hour to hour.
